Two methods are employed to hold residents accountable for their water utility usage:
Individual metering of resident water consumption, with submeters in each unit. Ratio Utility Billing (RUBS) which estimates resident usage without using water meters.
The first method employs wireless state-of-the-art radio technology to remotely monitor the meters in each individual dwelling unit. This type of system precisely measures the amount of water used and ensures that residents are billed for only their actual usage.
The second method, RUBS, is commonly used in cases where the existing plumbing configuration does not lend itself to submeter installation. This method, although not as equitable as individual metering, is currently allowed in 46 states and is based on such factors as the size of apartment units, occupants per unit, and the number of bedrooms. Metering equipment is not required for this type of billing system.
With both individual metering as well as RUBS systems, individual bills are calculated and mailed to each resident, and delinquent residents are sent notices reminding them of their obligations.. For the residents' convenience, SageWater facilitates payment by offering:

SageWater's service doesn't end there. We provide you with detailed management reports that include water usage, resident account status, delinquency and other useful information. These reports are posted to your secure master account page on our website which is accessible for review 24 hours a day, or we will mail the report to you. Either way, you can quickly analyze utility usage and identify residents that are delinquent with their payments. And best of all, if you or your residents have any questions, our Customer Service staff is available from 9am-5pm, Monday through Friday.
